Dear friends at Polk Ministries,
We would like to apply for one of your marvelous dirt brick
making machines for use in ministries here in western Mali. To answer your questions:

using the machine:
The 1st project will be school buildings for a Christian primary school in Kayes on the property of the UWM mission where there is also a church and Christian radio station. They opened three years ago using the church and a bamboo roof hanger. I’m attaching pictures of the hanger and the parent’s association, the Sower Association, in charge of the school. And so, they need permanent buildings to move forward with additional grades.

They would like to build three classrooms in a long rectangular building where
each classroom opens to the courtyard, a very typical style for schools
here. Each room is to be 7 m by 9 m
long. Their current proposal is to build
so that later they could add more classrooms on a second floor so saving cost
of one roof and foundations. If you
would have difficulty in making this two stories we can modify it for this
stage, I’m sure. I could send plans in
the mail (which would take some weeks to arrive). The current estimate for the
project at one floor is 21 million cfa (~$43,000) and even includes lights and
paint for the built in blackboards.
I’m including below in this file more about the Sower’s Association, their vision for ministry, and their relationship to the churches and to the UWM mission.

Other projects that could benefit include a damaged public
school in a Moor village near Kayes, Malinké church buildings in Tabakoto &
Djijan, a pastor’s houses in Kayes, etc.
These ideas and projects will develop once a model building is seen
proving the benefits of this modified construction technique.

Responses to questions posed by the Director of Ministry of the United World Mission, Mr. Richard Jackson (his questions in block letters, answers in italic letters)
The first thing I need to understand is the aspect of Christian ministry.
How does the project fit in with school strategy of the mission in Mali?
Answer:
The Sower Association has at heart the desire to help the evangelization in the Region of Kayes of MALI. Thus the Christian school she creates will surely help the church planting by possible conversions of children attending that school. These children can testify of Christ to their parents, thus presenting the gospel to many families. In addition, these children once won to Christ can contribute to the development of existing churches and planting new churches.

What is the role UWM in this school?
Answer:
The Mission's role in this school is:
- The council support
- Facilitator of the project.
- To assist the association to find the financial and human resources.
- To assist the Association in the training of its staff members and the teachers.
- Monitoring the management of financial resources
Is it to provide funding only?
Answer: No, the mission is more involved than that.
Is this also to monitor the school administration, teachers, programs, facilities, etc..?
Answer:
The Mission agrees that the Association will build the school on its land
The Mission relies on the Association to manage the construction of the school, school administration, teacher recruitment, curriculum development, etc.
Answer: The Mission is in partnership with the Sower Association (Association le Semeur), a recognized association in MALI which is also in the process seeking full accreditation of its education program.
Who will own the school?
Answer: The Association owns the school.
Who will provide the finances continues to maintain and operate the school?
Answer: The Association and its partners.
Who has the power to resolve issues surrounding this project?
Answer: The executive board of the Sower Association represented by its chairman.
What will the profits generated by the proposed school?
Answer:
Profits generated by the school will be used to support the activities of evangelism, training pastors, building churches, the consolidation of the newly converted leading to the establishment of new churches.
What is the involvement of the church in the school project?
Answer:
All members of the Association are church members so that the Association is active arm of the church working for the development of Christ's ministry. In addition there is a Memorandum of Understanding between the Sower Association and the churches of the region.
The second thing I need is to understand the specifications of the project. At some point before approving what we're gonna need a detailed proposal on costs. ... We will need a real proposal. But ... do not go there yet I'm not sure I'm comfortable we're ready for this moment.
Answer:
The Association will soon develop the detailed estimate of the first phase of the school which is three classes and the school principal. The first phase of 3 classrooms is estimated (Dec 2010) to cost 20,989,125 cfa which equals $42,834 (at 2011 rate of 490 cfa /$).
How can you reasonably suggest that this $ 43,000 can be raised?
Answer:
We believe that this sum can be discovered in several ways: the contribution of members of the Association, school fees, donations, local foundations, charities, donations from foreign partners.
Who will raise these funds?
Answer: The Sower Association & the Mission in partnership with UWM and others.
Who are the donors that you are looking for?
Answer: The national and international partners.
Is there going to be a debt? If yes, which raise important questions.
Answer: A debt is not an option.
